Armstrong County Children, Youth and Family Services is the public child welfare agency serving the residents of the County. The program is administered by County government and supervised by the Pennsylvania Department of Human Services' Office of Children, Youth and Families.
      
Armstrong County Children, Youth and Family Services complies with applicable Federal civil rights laws and does not discriminate on the basis of race, color, national origin, age, disability, or sex.
     
  • Information and referral regarding the various social service programs available to meet
    families' needs
  • General protective services are offered to children at risk of minor or moderate neglect,
    school truant youth and youth who are ungovernable
  • Child protective services are provided to children who are suspected or confirmed victim
    of child abuse or serious physical neglect
  • Child placement services are offered to children who for one or more reasons cannot safely
    remain in their own homes. Placement options include foster family care, group homes in the
    community and residential treatment
  • In addition an array of other family support services is also offered including family preservation
    services, family group decision making, parent education and training inndependent living skills
    for youth.

Armstrong County Children, Youth and Family Services, as your public child welfare agency, is dedicated to serving its foremost mission which is to protect children from abuse, neglect or exploitation. This duty is performed conscious of two central beliefs:
    
  • Children need permanency in their family relationships in order to develop into healthy productive adults
  • Parents should be the primary caretakers of their own children.
       
Armstrong County CYF Services makes every effort to support families by acknowledging the significance of these two principles in its daily casework activities with families. Agency staff is committed to:
      
  • Strengthening and maintaining the integrity of client families
  • Preventing family dissolution and the need for out-of-home placement of children, whether in foster, group or institutional care
  • In the event out-of-home placement is required, mobilizing reunification resources so that children may be returned home as soon as is safely possible
  • Assuring permanent, stable homes for children by promoting the adoption of those children for whom intense efforts at reunification have failed.
  • Reducing the dependency of families on social services by promoting family self-sufficiency
